Dalton Historical Commission May Reissue 'Down Memory Lane'By Sabrina Damms, iBerkshires Staff

 DALTON, Mass.—The Historical Commission is looking to have a copy of the book "Down Memory Lane" rebound. The book is a compiled series of weekly columns by the Rev. Franklin L. "Cap" Couch that appeared in the now defunct Dalton News Record from 1972 to 1977. The project would improve the accessibility of the book so that interested buyers can purchase it because finding a copy is difficult. There is a question who owns the copyright because the publisher, Berkshire Family History Association, compiled the columns from newspaper but the commission is unsure if it can republish it. BOSTON — The Massachusetts Department of Transportation (MassDOT) will offer a new round of funding for the Fiscal Year 2024 Industrial Rail Access Program (IRAP). BOSTON — The Federal Emergency Management Agency will be sending more than $2 million to the Commonwealth of Massachusetts to reimburse it for the cost of hiring temporary staff to handle the increased patient loads at public health care facilities during the COVID-19 pandemic.  PITTSFIELD, Mass. — The Downtown Creative District now has design guidelines to better guide development within the corridor. On Tuesday, the Community Development Board adopted guidelines to provide clarity in the design process for developments or renovations within bounds. Because this is not a part of the city ordinance, it does not have to go through the City Council.
After explaining that the guidelines are within the panel's purview, Chair Sheila Irvin commented that members have been looking at them for "a period of time now." They were approved with no conversation.

The Federal Reserve Bank raised interest again, even as another regional bank saw its stock price collapse. Investors are asking when enough tightening is enough. The key Fed funds interest rate was hiked by another 0.25 percent, which increased its benchmark rate to between 5 percent and 5.25 percent. That was the 10th hike in 14 months and has pushed interest rates to a 16-year high. PITTSFIELD, Mass. — An 84-year-old woman has been charged in the death of Shaloon Milord, who was struck by a car and killed crossing West Street near Dorothy Amos Park in January. Loraine Utter, of Pittsfield, was charged on Thursday in Central Berkshire District Court with negligent operation of a motor vehicle resulting in homicide. There is an additional civil charge of a crosswalk violation. A pretrial hearing is set for Aug 24. Utter was released on personal recognizance with the condition that she not drive unless her license is re-instated.
